Project Analysis and Support Subcommittee

The Project Analysis and Support Subcommittee (PASS) assists the ITCC in carrying out its tasks of identifying IT challenges and opportunities; recommends solutions to the CIO and the ITPC; promotes IT solutions and practices that enable data, resource sharing and collaboration among state agencies.

The PASS objectives include the following:
  • Participate in the development, implementation and training of the business case process; including Impact of Expenditure, Needs Analysis, Expectations, Risks and Budget Development. Participate in the process to develop business case criteria for review of IT projects and purchases.
  • Using business case methods to evaluate major projects/purchases of Executive Branch agencies and make recommendations to the ITPC and the State CIO.
  • Assisting in the development of best practices and methodologies to ensure IT projects are appropriately designed, tracked, monitored and guided by Executive Branch agencies to achieve the expected business results.
  • In conjunction with the Administration and Information (A&I) Procurement Division and ETS, identify and recommend best procurement practices, to include Request for Proposal (RFP) template development, RFP response review, contractor selection, contract negotiation and measurable Statements of Work.
