WyoTraining - Learning Management System - Enhanced Service

Service Description
WyoTraining is delivered using Moodle, an open source Learning Management System (LMS) providing the infrastructure and interface to deliver high-quality online training 24x7 to staff and citizens in Wyoming via wyotraining.wyo.gov.

Customer Benefits

An agency using WyoTraining will receive a robust, enterprise level LMS to create and deliver 24x7 training to their staff and citizens in Wyoming. State employees receive the extra benefit of easily logging in with their @wyo.gov email address for a simple/secure connection. Non-state employees can also be added to receive agency created training from their home or office.


Using an LMS allows course creators to deliver trackable training to ensure students have completed the required material. Activities can be restricted based on a desired completion date, other activities being first completed, a specific grade level, etc. Reports are generated based on those trackable activities to ensure a student has progressed through the course to the teacher’s standards. WyoTraining has over 20 activities to choose from to deliver handouts, quizzes, forums, embedded videos and feedback.


The LMS can be enhanced using additional software an agency can purchase on their own to author and deliver high quality Shareable Content Object Reference Model (SCORM) content.  Articulate Storyline/Studio and Adobe Captivate are some examples other agencies have used with great success. Using those additional applications, the course creators in each agency can narrate, provide drag-n-drop interactions and learning checks to keep the material engaging and to ensure the student is following along at their computer or mobile device.


When a primary agency chooses to purchase Moodle/WyoTraining, all of their sub-agencies/divisions will also be allowed to use the service without any additional costs.

Customer Responsibilities
Agencies will need to dedicate staff to be course creators to design and build their own courses. Those staff will be added to a Google Community for the LMS as well as invited to monthly meetings to connect with other agencies using WyoTraining. It is recommended, but not necessary, additional authoring software be purchased at the expense of each agency to create high quality SCORM content (examples: Articulate Storyline/Studio or Adobe Captivate).

ETS Responsibilities

Manage - Incident response and resolution services via the Help Ticket System (HTS).


Provide - System monitoring/alerting as well as maintenance/upgrades as needed on the server, the Moodle application and plugins when/where applicable.


Maintain - Additional servers for testing and production for Moodle.

Service Level Objectives

ETS is committed to keeping the LMS operational using redundant systems to make modifications and initial upgrades on a testing server before moving those changes to the production server.


It is our intent to provide consistent system availability and communication for our customers. To maintain our systems and services, while also limiting the amount of time systems or services are unavailable to students, we will schedule downtime at least a week in advance working with all agencies to find the best possible time depending on their course loads. Communication will be done through the Google Community to reach the designated agency admins for each respective agency.
