William Vajda, Chief Information Officer, 2022 - 2023
Bill brought an extensive background in cybersecurity and communications to Wyoming. He spent three years as Chief Information Officer (CIO) for the U.S. Department of Interior and two years as CIO for the State of Alaska. He served as Chief Administrative Officer and City Manager for the City of Marquette, Michigan for five years and time as a White House Senior Advisor and CIO for the US Department of Education.
Timothy "TR" Sheehan, Interim Chief Information Officer, 2021-2022
TR brings more than 20 years of experience in information technology spanning across public safety, education, public sector, private sector, and business owner. He has served the State of Wyoming for nearly twelve years starting as a Service Delivery Technician and later Supervisor. He served as the state's first Cloud Architect within the Office of Enterprise Architecture, manager of Field Service, Information Services Administrator and most recently Interim Chief Information Officer.
Gordon Knopp, Chief Information Officer, 2019-2021
Governor Mark Gordon appointed Gordon Knopp in March of 2019 to serve as the Director of the Wyoming Department of Enterprise Technology Services.
Knopp served as the Director of Technology (CIO) in Laramie County School District 1 in Cheyenne. He has served as a member of the District Senior Leadership Team, leading technology services such as voice, video, and data infrastructure, devices, and networking; instructional technology, and staff development; and enterprise information systems.
Tony Young, Chief Information Officer, 2016-2019
Mr. Tony Young was appointed as state chief information officer by Governor Mead in September 2016. Mr. Young most recently served as the Governor’s Deputy Chief of Staff collaborating with state agencies and providing strategic leadership.
Prior to serving in the Governor’s Office, Mr. Young was the Law Enforcement Coordinator for the U.S. Attorney’s Office, under the direction of U.S. Attorney David D. Freudenthal. Mr. Young was retained in that position by U.S. Attorney Matthew H. Mead and again by U.S. Attorney Kelly H. Rankin. Prior, Mr. Young served as a Special Agent with the Wyoming Attorney General’s Office, Division of Criminal Investigation, assigned as the Supervisor of the Major Investigation Team and the Major Case Unit, specializing in the investigation and prosecution of major drug trafficking organizations.
Flint Waters, Chief Information Officer, 2011-2016
April 25, 2011 Governor Matt Mead appoints Flint Waters as state chief information officer. Mr. Waters provided strategic leadership and technology direction; responsible for oversight and management of enterprise technology initiatives. Prior to his this role, Mr. Waters was the Chief Technology Officer for forty-nine Internet Crime Against Children (ICAC) task forces and was the Chief Security Officer for TLO from 2008 through 2010.
Robert von Wolffradt, Chief Information Officer, 2007-2011
Mr. Robert von Wolffradt served as Director of Information Services for Snohomish County in Washington state. Von Wolffradt had extensive experience with leadership in government operations and background in the private sector for leading technology companies through challenging times.
Larry Biggio, Chief Information Officer, 2004-2007
Larry Biggio was appointed by Governor Freudenthal in 2004. Larry began his Wyoming State career in 1974 as a computer programmer for the Data-Services Division. He served as a financial-systems analyst, supervisor, and finally audit division director for the Auditor's Office. From 1987 to 1996, he served as CFO for the Wyoming Department of Family Services; returning to the Auditor's Office in 1997 as a Division Administrator until joining the Education Department in 2000. Biggio is quoted as saying "sometimes it pays to hang in there".
William Campbell, Chief Information Officer, 2003-2004
William Campbell was appointed as Chief Information Officer in 2002 by Governor Geringer. Campbell graduated from Brigham Young University with a Bachelor of Science in Law Enforcement & Criminal Justice. He went onto a U.S. Naval Postgraduate Program, graduating with a Masters of Science, with Distinction, in Information Systems. Campbell also received his Ph.D in Information Systems from Nova Southeastern University.
