Executive Leadership

Meredith Bickell, Deputy Chief Information Officer                                            

Meredith Bickell has been the Deputy Chief Information Officer for the State of Wyoming since July 2011. In this position, she oversees the operations for the State IT agency tasked with serving executive branch agencies and delivering broadband capacity to Wyoming school districts. Meredith was recognized in the StateScoop’s 2017 inaugural list of Top Women in Technology and in her spare time serves on the Board of Directors for Black Dog Animal Rescue, a Wyoming based nonprofit organization. Previously, Meredith was with the Wyoming Department of Education working in various roles to include the Associate Director of Information Technology.





Donovan Alonzo, Chief Process Officer

Donovan Alonzo currently serves as the Chief Process Officer for the State of Wyoming Department of Enterprise Technology Services (ETS). Donovan facilitates business operations within ETS including Human Resources, Finance, Business Analysis and Government relations. With over 20 years of demonstrated leadership skills, Donovan has expertise working in the information technology, manufacturing and government sectors. A Cheyenne, Wyoming native, Donovan enjoys spending time with his wife and five children.


Sean Moore, Chief Services Officer

Sean Moore has close to 20 years of experience in public service offering a history of success spearheading multiple facets of government operations. As Chief Services Officer, Sean’s focus is aimed at customer relationships and driving the organization to work collaboratively for optimum customer experience surrounding technology support.

Sean resides in Laramie WY, is married to Stacie, has a son and two daughters. He enjoys boating, basketball, and running his dogs in the backcountry of Vedauwoo. Active in the Laramie community, Sean serves as the Public Address for the Laramie Plainsmen high school football team and the University of Wyoming Cowgirl Volleyball and Basketball programs.



Dan Young, Chief Technology Officer

Dan Young has been the Chief Technology Officer for the State of Wyoming since October 2017. In this position, he oversees the core computing and communication infrastructure of the State. Support services include application development, data center operations, network connectivity, government cloud services, system software and telecommunications. Previously, Dan oversaw the Information Services division within ETS and prior to doing so was the Supervisor for the Client Services group. Prior to joining State government, he was an Area Manager in the beverage industry providing oversight for sales operations in southeastern Wyoming.
