Timothy Sheehan, Deputy Chief Information Officer & Deputy Director

Tim brings more than 20 years of experience in information technology spanning across public safety, education, public sector, private sector, and business owner. He has served the State of Wyoming for nearly twelve years starting as a Service Delivery Technician and later Supervisor. He served as the state's first Cloud Architect within the Office of Enterprise Architecture, manager of Field Service, Information Services Administrator and most recently Interim Chief Information Officer.


Donovan Alonzo, Chief of Staff

Donovan facilitates Support Services for ETS. With over 20 years of demonstrated leadership skills, Donovan has expertise working in the information technology, manufacturing, and government sectors. A Cheyenne, Wyoming native, Donovan enjoys spending time with his wife and five children.


Kirsten Anderson, Chief Financial Officer

Kirsten manages the Financial Services Section, which includes accounting, budgeting, and billing/receiving for chargeable services. Kirsten is a Certified Public Accountant (CPA) and has worked in accounting and finance for over 20 years, beginning her career in the IT industry. Kirsten has held various leadership roles both in the professional and volunteer realm. Outside of work, she enjoys spending time with her three wonderful kids.


Justin Miller, Chief of IT Operations

Justin leads the Information Technology division responsible for systems, network, and application development. With over 16 years of experience in the public sector from school districts to local government, Justin looks forward to making a bigger impact at the state level. When out of the office, Justin enjoys skiing and hiking with his wife and son.


Jenny McCalla, Chief of Customer Service

Jenny earned her Bachelors in Management Information Systems from Bellevue University and has over 17 years of state government experience in the field of IT. For the past 10 years she has been in an IT management role interacting with ETS as a customer and I look forward to her unique perspective on how we can enhance our internal and external customer service. Outside of work she enjoys spending her time with her husband and daughter.


Aaron Roberts, Chief Information Security Officer

Aaron's work experience includes but is not limited to Chief, IT Branch (Wyoming Game and Fish), Director of Information Management (Wyoming Department of Education); Network Supervisor/Sr Sys Admin/Security Admin (Cheyenne Regional Medical Center); Sys Admin/Net admin (90th Med Group & 90th Comptroller Squadron). I've earned my Masters and Bachelor’s Degrees in addition to several certifications, C|CISO, GCCC, CSIH, CISSP, Sec +, etc.

Outside of work activities he enjoys learning and working on Digital Forensics, Open Source Technologies, security related awesomeness in general. Additionally, he has gotten into agriculture projects in partnership with USDA and TRCS; bringing back his farming roots!


Drew Dilly, Chief Data Officer

Drew has over 20 years of leadership experience in technology and over ten years of experience with Wyoming State government. When not enjoying data, Drew likes to spend time with his family and take part in the great outdoor opportunities provided by our state.


Jeffrey Dockter, Chief of the Business Management Office

Jeff has been with the state for 19 years, working for the Department of Family Services, the US Postal Service, and for the last 10 years at ETS. Jeff holds a Master's degree in Public Administration from the University of Wyoming and enjoys spending time with his grandkids.


Kayla Woods, Chief of Communications & Government Affairs

Kayla has more than a decade of experience of integrated communications planning and execution. Her experience includes media relations, contributed articles, event planning, speaking opportunities, website management, and social media. In her off-time, she enjoys exploring new places by sea or by land and spending time with her husband, two kids, and two dogs.
