Unified Network

The Wyoming Unified Network (WUN) is an operated broadband network that provides high-speed internet service to K-12 schools, community colleges, and executive branch agencies throughout Wyoming.

The Wyoming Unified Network (WUN) brings significant value to the State by providing secure and cost-effective internet access to its stakeholders. It also promotes economic development throughout the State by promoting private-sector broadband builds and fostering competition, which lowers consumer costs.

Finally, it plays a vital life/safety role in facilitating the wyolink radio system backbone.


Virtual Infrastructure

ETS offers a virtual infrastructure that serves as a secure and reliable platform for agencies to access scalable computing resources, storage, and networking capabilities through a centralized data center.

This virtual infrastructure provides several advantages, including cost savings, increased efficiency, enhanced security, and improved resilience for hosted solutions.


Application Development

ETS offers its agencies a range of application development services, providing expertise and resources for creating and maintaining software solutions that meet their specific needs.

ETS's centralized application development services offer numerous benefits to the state, including cost-effectiveness, improved efficiency, enhanced security, increased consistency, and better interoperability.

Tier 1 Support 

The ETS Service Desk provides help desk support to customer agencies who experience technical issues during their day-to-day activities.  The Service Desk is the front door to ETS and offers first-level support to resolve technical issues quickly.  The Service Desk aims to resolve most issues within the first call, only escalating issues when to teams problems need specialized attention or need more attention due to the complexity of the problem. 

Tier 2 Support 

Customer Support Services staff maintain a level of knowledge and expertise to assist customers and agencies with complex technical issues that cannot be resolved with the Service Desk.  Their skill level is specialized to troubleshoot and resolve complex technical issues at the Enterprise and agency level.  Their experience is resolving difficult issues quickly ensures that agencies are up and running quickly so customers can deliver their services to Wyoming citizens effectively. 

Platform Development and Support 

The Enterprise Platform team develops apps that are cost-effective and quick to deploy.  Leveraging Enterprise Services through ServiceNow, the Enterprise Platform team are able to deploy applications quickly using low code/no code configurations to ensure citizens are able to obtain agency services, saving agencies the cost of custom development through third-party vendors. 

Technology Refresh Program 

Customer Support Services partner with customer agencies to determine which devices are out of warranty and end of life so obsolete equipment can be refreshed on a regular basis.  The Technology Refresh Program (TRP) is designed to ensure customers have the technology needed to provide services to their constituents effectively, efficiently, and securely. 

Data Analytics 

Data analytics plays a crucial role in the public sector landscape, providing valuable insights that drive informed decision-making, improve operational efficiency, and ultimately lead to greater success. Data, by themselves, can often be disjointed, difficult to interpret, and even misleading. 

The field of Data Analytics aims to address this challenge by uncovering actionable insights within our State data and translating data into information. Our analytical approaches encompass descriptive, diagnostic, predictive, and prescriptive methods. We commonly employ data visualization techniques to create a clear picture, enabling users to grasp the true nature of the dataset more quickly and effectively.  This pursuit is how we put the 'I' in "IT". 

Data Compliance 

This emphasizes the importance of protecting our sensitive data. Understanding the origins and destinations of our data is crucial for ensuring proper protection throughout the data lifecycle.  Wyoming's data statutes provide a reasonable and prudent framework for achieving this goal. It is essential that we remain in compliance with these statutes. 

Data Sharing 

It's important to recognize that when properly authorized and for valid reasons, sharing datasets can bring significant benefits. This approach not only reduces our overall data footprint but also enables more robust and insightful analytics.  By focusing on protecting a single, authoritative dataset rather than multiple, dispersed ones, we can better ensure data integrity and consistency. Additionally, data shared across different departments or systems can help us create a more comprehensive, longitudinal picture through advanced analytics. 


Finance 

We are responsible for accurately billing state agencies each month for their respective IT and telecom usage. Additionally, we develop and maintain rate structures that assist agencies in preparing their 400-series budgets for each biennium, ensuring transparency and financial planning alignment across the state government. 

Cybersecurity 

We have highly trained professionals who secure every computer, server, and network in the State using state-of-the-art tools and tactics. In a less technical sense, the Security Team also supports every user in the State by providing training on good cybersecurity practices that can be useful at work, at home, and when traveling. 


Project Management 

ETS’s Project Management services offer state agencies a reliable and expert resource for managing IT projects from initiation through successful delivery. ETS helps agencies ensure that their IT projects are completed efficiently and effectively, ensuring that IT projects achieve their objectives and deliver value to the state. 

Business Relationship Management - Client Liaisons 

The Liaison/Business Relationship Manager at ETS is essential for facilitating effective collaboration between state agencies and IT services. By understanding the unique business needs and ensuring IT is strategically aligned, the BRM helps agencies optimize service delivery, plan for future requirements, and achieve long-term goals with enhanced efficiency and impact. 

OCIO Review 

The IT Purchases and Project Review Services provided by ETS bring significant value to the state by enhancing the overall effectiveness, efficiency, and transparency of IT management across state agencies. Some of the benefits of the OCIO Review Practices include but are not limited to ensuring compliance with standards and regulatory requirements, promoting cost-effective IT spending, minimizing risks by strengthening IT best practices, and aligns the IT to the business needs through strategic decision making practices.
