Resource Augmentation Program (RAP)


Resource Augmentation Program (RAP) is a versatile outsourcing initiative designed to enhance or expand the resources available to an organization, project, or system. 

Enterprise Technology Services (ETS) released an RFP (0008-J) in August 2023 via the State of Wyoming Public Purchase website. 

The purpose of this RFP was to secure various master service agreement (MSA) contracts with technical staff augmentation vendors and consultants for professional Information Technology (IT) services.

How to become a qualified vendor?

To be a qualified vendor with ETS, you would have needed to be an awarded vendor from the Resource Augmentation Program 0008-J RFP, which was released in 2023.  

What can you expect with the RAP process?

The RAP will be a prompt process from identifying a need to releasing a request call to our qualified vendors in the vendor community, evaluating candidates, and placing technical staff to support State Information Technology needs.

How do I submit a response?

If you see a resource call that you are interested in responding to, email ets.rap@wyo.gov. The subject line should include the resource call title and associated number. In the body of the email, please include the vendor company name, point of contact, and a brief summary. Please attach all relevant documentation to the email to ensure we provide a full package to the recourse call owner for evaluation. 

Please note: Your company must be a qualified vendor to bid on active resource calls. Please see the above section for additional details. 

We are actively working on a more straightforward method for vendors to submit responses and for the RAP team process management. Please expect improvements in “how to respond” in fall 2024.
