Information Technology (IT) is fundamental to effective government, enabling us to enhance constituent services, strengthen security, and improve operational efficiency.
Enterprise Technology Services (ETS), the central IT organization for Wyoming’s executive branch, presents this strategic plan reflecting the vision, mission, and values of ETS for the foundation of priorities for the FY27-28 biennium.
The plan is structured around our core strategic themes:
Theme 1: Enterprise Technology Governance: We will continue to mature and improve IT governance statewide, ensuring that technology is aligned to state strategic priorities.
Theme 2: ETS Foundational Services: We are focused on improving core services and delivering Excellence Through Service for all IT foundational services. We strive to deliver above expectations in all that we do!
Theme 3: Trusted Partnerships: We will develop, maintain, and leverage trusted partnerships with state agencies, boards, commissions, and partners to improve the use, efficiency, and effectiveness of technology in the State.
Theme 4: State Resource Stewardship: We will be passionate about our responsibility for proper IT financial management to improve transparency and accountability. We will ensure IT Investments in the State align with strategic objectives, statutory requirements, and state policies and standards.
Theme 5: Enhancing Cybersecurity and Risk Management: We will be tirelessly passionate about ensuring the security of the data entrusted to the State by the citizens. We will advance our cybersecurity posture by continually improving in everything we do and making cybersecurity part of the culture. In compliance with W.S. § 28-1-115, this document serves as our roadmap, outlining our commitment to these priorities. We will measure our success through key performance indicators (KPIs) as defined in the initiatives and goals contained herein.

The committee will have the authority to align existing technology groups—such as the Wyoming Data Governance Council (WDGC) and Cybersecurity groups—and will actively manage the state's technology portfolio.
